I don't know why no one replied to your question, but I'd be glad to share with you my thoughts on what you're going through. I've been through this myself and have found a number of things that have solved the problem. First, eat breakfast. And make sure you include fat, carbs and protein. For example, don't just eat a bagle or a piece of toast, or a piece of toast with fruit. An egg with an english muffin (whole grain) with a piece of fruit will give you good fiber, carbs, fats and protein. Or say, whole grain cereal with milk and fruit. But if you prefer skim milk, then you need to add some fat, such as some nuts in your cereal or a boiled egg or some nuts.
And along that line, just be sure to eat every few hours, and every time you eat, make sure it includes carbs, fat and protein. So say, if your lunch is a turkey sandwich and a small salad, just eat half your sandwich with your salad, and save the other half a sandwich for mid-afternoon. This helps keep your blood sugar stable and keep your stomach from growling. It also helps keep your energy/metabolism up, which means you'll burn more calories through the day. I know it doesn't seem to make sense to eat more often and burn more calories, but it works. And there are lots of easy things you can do for between meal snacks, such as an ounce of nuts with some fruit, celery with peanut butter, or a boiled egg with a small piece of toast.
And my last suggestion is to avoid high glycemic carbs, trans fats and high fructose corn syrup. The reasoning is too involved to go into detail in this reply, but you can learn much on this subject from Dr. Hyman's book "Ultrametabolism: The Simple Plan for Automatic Weight Loss."
